Hiring people with disabilities – legal obligation or opportunity for real impact?
Active employment policies for people with disabilities include measures and incentives aimed at:
✅ increasing motivation
✅ encouraging employment
✅ supporting entrepreneurship and self-employment
According to Article 24 of the Law on Professional Rehabilitation and Employment of Persons with Disabilities (Serbia):
- Employers with 20–49 employees must employ at least 1 person with a disability
- Employers with 50+ employees must employ 2 persons, plus 1 more for every additional 50 employees
If this requirement is not met, employers must pay 50% of the average salary in Serbia per each unengaged person with a disability.
💰 For June 2025, the amount is 75,388.50 RSD per person.
⏰ The regular payment deadline is the 5th of the month, but this time it is postponed to July 7, 2025, since July 5 falls on a Saturday.
📄 Employers are also required to submit Form IOSI to the Tax Administration.
Instead of “paying without impact,” companies can choose to:
✔️ Hire people with disabilities – fostering inclusion, diversity, and a stronger team
✔️ Use available government support, professional guidance, and incentive programs for workplace adaptation
